Innovative Application of European GNSS for a better Synchronization of Electrical Power Transport Networks

Background & Objectives

In this tender, the NAVELEC consortium proposes to assess the added value to be brought by the European GNSS solutions in the context of electrical power system operation and control, both from technological and economic standpoints. Indeed, recent blackouts such as those which happened in 2003, could have been avoided or mitigated by appropriate coordination of Time Synchronized Operations of different control areas of electrical power transmission networks. As a first step for this, it is the objective of the NAVELEC project to assess the feasibility of implementing a real-time GALILEO based information infrastructure which would give high quality and time-stamped information to the different control areas of a continental wide electrical grid.

Expected Results

  1. Technical feasibility study assessing the added value of GALILEO solutions in the context of the operation and control of continent-wide electrical power systems.
  2. Software development for a first scenario modeling aimed at assessing the impact of using GALILEO on wide area electrical network.
  3. Finally, it must also be considered as a Demonstration Project, as it will represent the opportunity to demonstrate how Galileo-related advanced technology will provide significant enhancement in the area of electrical power transmission systems.

Objectives

The project is a combination of several types of activities:

  1. Technical feasibility study, to assess the added value of GNSS solutions in the context of the operation and control of continent-wide electrical power systems
  2. Software development will be undertaken for a first scenario modeling aimed at assessing the impact of using GNSS on a wide area electrical network.
  3. Finally, it must also be considered as a Demonstration Project, as it represents the opportunity to demonstrate whether Galileo-related advanced technology can provide significant enhancement in the area of electrical power transmission systems.
